What is an HS Code?

The Harmonized System (HS) is a standardised numerical method of classifying traded products. Every country that participates in international trade uses HS codes. The first 6 digits are universal; countries add additional digits for their national tariff schedules (10 digits in the USA, 8 in the EU).

Why HS Codes Matter

Your HS code determines: your import duty rate, whether Section 301 tariffs apply, whether your product requires an import licence, whether anti-dumping duties apply, and whether your product qualifies for free trade agreement preferential rates.

Consequences of Wrong Classification

Using an incorrect HS code — whether intentionally or by error — can result in underpayment of duties (triggering CBP audit and penalties), overpayment of duties (wasted cost), or failure to comply with import licensing requirements.

Yes. CBP issues binding ruling letters that determine the correct HTS classification for your product. Rulings are binding on CBP for the product described. Your customs broker can apply for a ruling through rulings.cbp.gov.

If CBP discovers an incorrect classification, the entry may be reliquidated with the correct duty rate applied. If it is a systematic error, a Prior Disclosure may reduce penalties. Intentional misclassification constitutes customs fraud.

The World Customs Organization (WCO) updates the Harmonized System every 5–6 years. The most recent update was HS 2022. US HTS codes may be updated annually. Always verify your code against the current schedule.

The first 6 digits are internationally harmonized and the same in all countries. The additional digits (positions 7–10) are country-specific. A product classified as 4011.10 in both China and the USA will have the same 6-digit chapter/heading/subheading but different national sub-headings for the final 4 digits.
